TANGIPAHOA PARISH (WGNO) — The Louisiana State Police has issued an emergency declaration in response to the Roseland explosion and fire at Smitty’s Supply Inc. facility.
On Friday, Aug. 22 at 12:50 p.m. troopers reported a chemical release, fire and explosion in Roseland resulting in a mandatory evacuation order in the area.
The fire caused heavy black smoke to reportedly land on nearby homes, businesses and schools and even cause problems for farmers nearby.
This declaration provides exemptions from certain Federal Motor Carrier Safety Regulations (Parts 390–399) for carriers providing direct assistance in Louisiana, including essential services such as power restoration, delivery of groceries, fuel, propane, and waste removal.

The declaration began at 12:01 a.m. on Sunday, Sept. 21 and will remain in effect until what LMTA officials expect to be the end of the emergency, 11:59 p.m. on Oct. 4.
“Please note this does not exempt carriers from controlled substance and alcohol testing, CDL requirements, financial responsibility rules, hazardous materials regulations, or Louisiana size, weight, and traffic safety laws,” said LMTA officials.
