Richmond man accused of causing near-fatal crash while wrong-way driving in Smithfield

Charges are allegations only. All arrested persons are presumed innocent unless and until proven guilty beyond a reasonable doubt.

SMITHFIELD, Utah (ABC4) — A Richmond, Utah, man is accused of causing a vehicle crash that caused near-fatal injuries to a passenger. Police say he was driving in the wrong lanes when the crash occurred, and he drove away from the scene before crashing a second time.

Brock Johnny Harris, 31, has been charged with negligently operating a vehicle resulting in injury, failure to stop at a serious injury accident, driving on a suspended or revoked license, and failure to signal.

According to court documents, on Aug. 16, 2025, Harris was observed driving on the wrong side of the road in Smithfield. He was allegedly travelling northbound in the southbound lanes for around six blocks when he crashed into a vehicle travelling in the correct lanes.

The crash caused near-fatal injuries to a passenger in the vehicle that he allegedly crashed into. Harris did not stop after the crash, and instead continued driving north until he ran off the road and crossed into the southbound lanes again.

At this point, Harris reportedly hit a fire hydrant, causing his vehicle to flip on its side. A Smithfield Police officer observed Harris running away from the crash in the middle of Main Street. The officer stated that Harris was barefoot and wearing nothing but pants.

When the officer stopped Harris, he was allegedly “incoherent” and did not have the ability to follow directions. Officers placed Harris into handcuffs “for his safety,” and he would admit to using marijuana for personal medical reasons prior to the two collisions.

Harris is currently being held at the Cache County Jail on bail. He made an initial appearance in court earlier this afternoon.
