Organisations are pouring an average of £39.2 million a year into AI initiatives across the UK and the Netherlands, according to our research. Those holding technology budgets over £100 million are investing £50.1 million annually in AI alone, and increasing that spend by 30% year-over-year.

Yet, returns remain stubbornly inconsistent. Less than half of AI projects deliver against their stated success metrics, despite the scale of investment and the maturity of the underlying technology.

A familiar pattern is emerging. A pilot begins, a model performs well and early technical results look promising… but then things grind to a halt. Turning early experiments into something organisations can run reliably, trust operationally and scale with confidence is where most programmes stall, limiting ROI and AI’s impact on bottom lines.

This calls for a keener focus on integration, ownership and measurement from the start – or else organisations risk continuing to be mired in trials that go nowhere (and wasting resources along the way).

The rise of ‘pilotitis’

This cycle of AI experimentation that never quite progresses into operational impact is what we call ‘pilotisis’. And the data suggests the issue is structural, rather than technical.

Across enterprise AI programmes, 40% of initiatives are pilots or experiments by design. Among organisations with established AI programmes, the figure rises to 48%. Mature organisations actually run more pilots than those earlier in their adoption journeys, which makes one point clear: experimentation itself is not the problem.

The issue is what happens next, or more accurately, what doesn’t.

One of the clearest warning signs appears at the very start of a project. Only 45% of AI initiatives define success metrics upfront, creating conditions for failure before work even begins. Without clear measurement, pilots struggle to justify broader rollout, no matter how technically impressive they may be.

Why pilots stall

Pilotitis rarely occurs because organisations experiment too much. More often, it reflects a disconnect between AI appetite and the operational planning needed for the technology to have a real impact.

Teams explore promising technical ideas. However, the surrounding questions are left unresolved. How long will it take to see value? Who is responsible once the system is deployed? How will outputs be reviewed, monitored and acted on inside existing workflows?

The consequences show up quickly. The average time-to-value across AI projects is 5.9 months. For less mature organisations in the pilot stage of their AI transformation, this stretches to 6.6 months. Longer timelines erode confidence, stall adoption and make it harder for leaders to maintain momentum behind the programme.

Even where pilots succeed technically, outcomes are weaker. Only 50% of projects deliver against their stated success metrics overall (which itself shows a broader gap between intent and impact), yet this drops to 43% among organisations stuck in pilot mode. In other words, their pilots not only fail to scale, they tend to perform worse even against their own objectives.

When early projects lose direction

Technical teams can usually demonstrate that a model works in principle. The harder question is how that capability fits into an organisation’s established systems, processes and responsibilities.

In many companies, pilots sit within small project or innovation functions. The prototype demonstrates value, and the immediate goal is achieved. However, the organisation is not yet set up to absorb the capability. Data pipelines may not be production-ready, or monitoring tools may not exist beyond the pilot environment.

Consulting support often fills this gap, but not always effectively. Enterprises spend an average of £8.4 million per year on consultancies to support AI projects, yet fewer than half of these initiatives demonstrate success. Misaligned delivery, limited knowledge transfer and a focus on experimentation rather than long-term capability only put firms deeper into pilot mode, rather than liberating them.

Operationalising trials and experiments

Projects that progress tend to start from a different place. Instead of testing what a model could do, teams begin with a concrete operational goal and ask whether AI can improve it.

Starting with the task changes how pilots develop. The people responsible for running the process help shape how the system behaves. Questions about review processes, escalation, monitoring and accountability surface early rather than being deferred until deployment.

Engineers and analysts still build the model, but the discussion broadens to include those who will depend on the system day-to-day. That shared framing makes the transition from prototype to operational tool far smoother.

Leadership intent also matters. When pilots are treated purely as learning exercises, they tend to remain contained. When leaders treat them as the first step towards operational change, attention shifts earlier to integration, adoption and long-term ownership.

Organisations getting it right provide the blueprint

The contrast becomes clear when comparing organisations with higher AI maturity to those at the earliest stage of their journey. These more advanced companies still run plenty of pilots – often more than anyone else – but they combine experimentation with clear outcomes, leadership involvement and internal capability.

Organisations with higher AI maturity achieve:

  • Stronger ROI: 76% versus 20%
  • Higher leadership usage: 45% versus 27%
  • Faster time to value: 5.3 months versus 6.6 months
  • Higher success rates: 56% versus 43%
  • Greater trust in AI systems: 95% versus 82%

These outcomes reflect what happens when fundamentals are in place:

  1. defined success metrics from the outset,
  2. early operational ownership,
  3. leadership adoption
  4. real capability transfer.

What lies beyond pilot mode

Pilots still play a vital role in AI development. They allow teams to test ideas with real data and understand how models behave in production environments. But the model itself is rarely the factor that determines ROI.

Considered integration strategies, measurement frameworks and clear ownership determine how well pilots translate into production. This requires a gradual – Critical thinking – mindset shift that will separate those who can escape the pilot trap and firms that will continue spinning their wheels.
