OpenAI Expands Cyber Defense Program With GPT-5.4-Cyber Access for Trusted Organizations

OpenAI has announced a major expansion of its “Trusted Access for Cyber” program, granting vetted security organizations worldwide access to its advanced GPT-5.4-Cyber model.

The initiative is designed to strengthen global cyber defense by equipping trusted defenders with powerful AI capabilities while maintaining strict safety controls.

The program is built on a core principle: advanced cybersecurity tools should be widely accessible to defenders, but only under rigorous validation and trust frameworks.

By distributing GPT-5.4-Cyber to a diverse set of organizations, OpenAI aims to improve collective resilience against rapidly evolving cyber threats.

According to OpenAI, cybersecurity is inherently collaborative. Critical systems used daily are protected by a mix of enterprises, governments, and independent researchers with varying levels of resources.

  • Financial institutions: Bank of America, BlackRock, Citi, Goldman Sachs, JPMorgan Chase, Morgan Stanley
  • Technology and security firms: Cisco, Cloudflare, CrowdStrike, NVIDIA, Oracle, Palo Alto Networks, Zscaler

These collaborations aim to test GPT-5.4-Cyber in complex, real-world environments and refine its defensive capabilities.

Government agencies are playing a key role in evaluating the model’s safety and effectiveness.

OpenAI has granted access to:

  • U.S. Center for AI Standards and Innovation (CAISI)
  • UK AI Security Institute (UK AISI)

These bodies will conduct independent assessments focused on security performance and internal safeguards.

Industry leaders have welcomed the initiative. Financial sector participants highlighted the importance of strengthening resilience as AI-driven threats grow more sophisticated.
