The victim was found lying in the 1300 block of 6th Street by officers, not breathing, according to court records.
He was transported to OSF Saint Anthony Hospital in critical condition for treatment at approximately 2:19 a.m.
Police found Hernandez-Galvan and the damaged car in the 2100 block of Parmele Street on August 19. The suspect told authorities she thought she had hit a construction barrel and continued driving home.
After further investigation, the authorities took her into custody the next day.
Hernandez-Galvan is charged with being unlicensed and failing to report a crash that caused injury.
