The Chester County District Attorney’s Office said on July 23 the Westtown-East Goshen Police Department responded to a report at the YMCA in East Goshen Township.
An individual at the YMCA reported that her teenage daughter and friend were being filmed and photographed at the pool the day prior. The suspect, identified as Mark Mackrell, was approached by staff and allegedly presented a badge identifying himself as a police officer.
The District Attorney’s Office said Mackrell is a part-time police officer at the Millbourne Borough Police Department in Delaware County.
Law enforcement searched Mackrell’s phone and, according to the DA, discovered photos and videos of juveniles that appeared to have been taken by Mackrell. In some of the videos, Mackrell is alleged to have made inappropriate comments about the children.
The District Attorney’s office said Mackrell is charged with Photographing a Sexual Act, Stalking, Unlawful Contact with Minors, and related offenses. He was arrested on July 31, 2025, and released after posting $100,000 bail.
The Westtown-East Goshen Police Department is the lead investigating agency and received assistance from the Chester County Detectives. This is an ongoing investigation and if anyone has information about Mackrell they should contact the Westtown-East Goshen Police Department at (610) 692-9600.
