Man arrested in 2018 Frederick kidnapping, sexual assault case

FREDERICK, Md. (DC News Now) — A man was arrested Monday in connection with a 2018 sexual assault and kidnapping case in the City of Frederick, according to the Frederick Police Department (FPD).

Roberto Carlos Campos Roque, 43, has been charged with kidnapping, second-degree rape and second-degree assault.

Police said on March 24, 2018, surveillance footage from the Cellar Door restaurant on E. Church Street showed Campos Roque dancing with a woman shortly before the restaurant closed. Police noted that the woman appeared to be so intoxicated that she was unable to stand up by herself.

According to police, Campos Roque and another man were seen dragging the woman outside and into his car.

Hours later, Campos Roque asked two witnesses to remove the woman from his car before driving away. The woman was then transported to the hospital for her injuries sustained from the sexual assault.

A police investigation identified Campos Roque as the suspect, and an arrest warrant was filed in September 2019. He had since remained at large until another police department notified FPD officers on June 30, 2025, that he was in custody for a separate incident.

According to police, Capos Roque was served an arrest warrant for the 2018 incident and appeared in the Frederick County Court on July 1.
