Docs: Arrest warrant issued for Marion County Corrections lieutenant accused of rape

INDIANAPOLIS — An arrest warrant has been issued for a lieutenant with the Marion County Community Corrections Office accused of raping a woman while she was sleeping.

According to court documents obtained by FOX59/CBS4, George Milburn faces five counts of rape, which are all level 3 felonies.

The victim’s account

An investigation was launched on Aug. 20, 2024, when a detective with Indiana State Police met with a woman at the Henry County Jail to report a sexual assault. During the interview, the woman identified Milburn as the suspect.

Court documents showed that Milburn was employed with the Marion County Corrections Office, where he worked as a lieutenant. The victim explained that she had met Milburn through a dating app in April 2024.

As the pair continued meeting, the woman recalled Milburn wanting to bring another female into their relationship so that he could “use sex toys on that female.” This followed conversations in which the victim reportedly told Milburn that she was not interested in using the sex toys, according to court documents.

The victim recalled two instances when Milburn allegedly used the sex toys on her while she was asleep and without her consent. The victim recalled the first incident when she woke up on the night of May 27, 2024, to Milburn allegedly using one of the sex toys on her. She stated that Milburn showed her a video he allegedly took that captured the incident.

The victim said they continued their relationship after the first incident. The second incident allegedly occurred a month later when she woke up one morning to find the same sex toys lying on the bed next to her. She couldn’t remember what happened that night, but was confident Milburn had used the sex toys on her again after experiencing “soreness” and bleeding.

Following the second incident, the victim said she and Milburn would go long periods without speaking to one another and that she stopped going to his residence on Goodlet Avenue in Indianapolis.

Milburn’s interview

On Sept. 23, 2024, detectives obtained a search warrant for Milburn’s residence. Court documents show that Milburn was present and cooperated with the investigation. Detectives seized sex toys that appeared to match the victim’s provided descriptions.

During the interview, Milburn stated that their relationship continued for around six months after he drove her from New Castle to his residence in Indy the first time they met.

He admitted that he and the victim had conversations about “sleep sex”, claiming that the woman was comfortable with the concept and reciprocated it on him in previous instances when he was asleep.

Milburn reportedly conceded that he did “play with” the victim “while she wasn’t necessarily asleep.” He also told detectives that he did have photos and videos of the incident and claimed he never offered anything to the victim that she did not agree to.

As part of their investigation, detectives executed a search warrant on Milburn’s cell phone, where they discovered two videos of each alleged incident, with one lasting 12 minutes. The videos depict Milburn allegedly using the sex toys on the victim while she was sleeping.

Next steps

Online court records indicate an arrest warrant has been issued for Milburn out of Marion Superior Court 20 on Wednesday. FOX59/CBS4 is working to determine Milburn’s employment status with the Marion County Community Corrections Office.
