The crash occurred just after 4 p.m. on Highway 41 in Madera County.
Investigators say Ramirez was behind the wheel of a work truck traveling at speeds reportedly over 100 miles per hour when he lost control and collided head-on with an oncoming SUV, killing both of its occupants.
The names of the victims have not yet been released, pending notification of their families.
California Highway Patrol Sgt. Chris Wynveen said the crash was violent and witnesses described the truck’s rear end becoming airborne before impact.
“We have some witnesses saying the back end was airborne,” said Sgt. Wynveen.
“There’s evidence on the hood of the SUV of damage that at this point we’re not sure where it’s from, but it’s part of the pickup truck.”
Ramirez sustained major injuries in the crash and remains hospitalized at Community Regional Medical Center in Fresno.
Despite his condition, officials say he is currently under arrest and charged with DUI and manslaughter.
If Ramirez survives, he could face additional and more serious charges, including second-degree murder.
While Madera County District Attorney Sally Moreno could not comment specifically on this case, she confirmed her office is actively working with law enforcement on the investigation.
“If someone drives under the influence in Madera County and injures or kills someone, we will make sure they are held accountable,” Moreno said.
Second-degree murder in California carries a potential sentence of 15 years to life in prison.
Prosecutors may pursue this charge if a driver has prior DUI convictions and has previously been warned about the dangers of impaired driving.
“Most of the time that happens if someone has a prior DUI,” said Moreno. “And they are also advised that if they do it again and they kill someone, we can charge them with murder.”
Authorities have not yet confirmed whether Ramirez has any prior DUI convictions.
Moreno called the crash “senseless” and emphasized how preventable these tragedies are.
“It’s so avoidable,” she said. “And it strikes across all socioeconomic, racial — all kinds of levels.”
The investigation is ongoing, and prosecutors are expected to make a decision about formal charges once more information is gathered.
