According to EPD, police received an anonymous tip in mid-October regarding prostitution taking place at Sun Flower 99 Spa, which is located in the 4600 block of West Richland Plaza Drive in Bloomington.
EPD then surveilled the business and conducted a three-month investigation. At the end of the investigation, the spa’s owner, 51-year-old Zhonggiang Teng, was preliminarily charged with:
- Two counts of prostitution (Level 5 Felony)
- Corrupt business influence (Level 5 Felony)
- Possession of child pornography (Level 5 Felony)
- Failure to collect or remit the proper amount of sales tax (Level 6 Felony)
- Failure to provide requested tax documents (Level 6 Felony)
- Five additional counts of prostitution (Class A Misdemeanor)
- Unlawful possession of an eastern box turtle (Class C Misdemeanor)
Police confirmed they also arrested 43-year-old Xueren Chen of Evansville. She was charged with:
- Two counts of promoting prostitution (Level 5 Felony)
- Corrupt business influence (Level 5 Felony)
- Four counts of prostitution (Class A Misdemeanor)
EPD indicated Teng was found in Winchester, Virginia, on March 30. Police learned of Teng’s whereabouts via a license plate reader. The device alerted Virginia police about a warrant that had been issued for Teng’s arrest in Indiana.
Teng is currently being held at a Virginia detention center on a No Bond Extradition Warrant. EPD reported that Teng is awaiting extradition back to Monroe County.
