Schiavo’s legislation package moves forward

News release  

Assemblywoman Pilar Schiavo, D-Chatsworth, announced progress on her 2026 legislative package, which includes bills focused on affordability, public safety, consumer protection, veteran services and accountability that have cleared committees in the legislative process. 

“Our legislative package is focused on delivering results our community can really feel—lowering costs, protecting families, supporting veterans and small businesses, and holding bad actors accountable,” Schiavo said in a news release. “We’ve cleared the first big hurdle with 13 bills passing out of policy committees, and I’m excited to keep up the fight for policies that improve people’s lives in real, tangible ways.” 

The release provided the following summaries of Schiavo’s bills that have advanced through stages of the legislative process: 

In the Senate 

• Assembly Bill 2147 – Sexual Predator Accountability Act: Helps protect and support crime survivors and improves prosecution of serial sexual offenses across multiple counties. 

• AB 28 (two-year bill) – Landfill Safety Act: Requires early warnings and state oversight to prevent public health disasters like the Chiquita Canyon Landfill. 

• AB 539 (two-year bill) – Timely Healthcare Act: Eliminates unnecessary and costly wait times and repetitive insurance approvals for medications prescribed for up to one year. 

On Assembly Floor 

• AB 1660 – Protecting Families from Financial Delay Act: Ensures financial institutions promptly comply with public guardians’ requests to turn over assets and information, protecting vulnerable individuals and holding institutions accountable when they delay.  

Passed Assembly Appropriations, headed to Assembly Floor 

• AB 2116 – Protect Small Business from Predatory Lending Act: Establishes clear rules and oversight for lenders to protect small businesses from unfair and deceptive financing practices. 

• AB 2674 – Stop the Scams Act: Requires banks to implement fraud prevention measures and intervene in suspicious transactions to protect consumers. 

• AB 1715 – Utility Rate Transparency Act: Requires utility companies receiving public funding to report savings and ensure those benefits are passed on to ratepayers, helping lower energy bills. 

• AB 1914 – Planning for Childcare Access Act: Requires local governments to incorporate childcare into long-term planning, recognizing it as essential infrastructure for working families and growing communities. 

• AB 1820 – Electric Vehicle Charger Affordability Act: Reduces costs for EV charger installation by capping excessive permitting fees, making clean transportation more accessible. 

• AB 2390 – Multifamily Housing Fast-track Cleanup Act: Ensures housing projects eligible for streamlined approval are not delayed by shifting standards during the process. 

• AB 2219 – Faster Service for Veterans Act: Improves access to services and earned benefits for veterans by standardizing support across counties and reducing wait times. 

• AB 2311 – Public Hospital Physician Stability Act: Strengthens public hospital systems by allowing direct physician hiring to improve workforce stability and expand access to care. 

• AB 2545 – AI Deployment & Workforce Displacement Assessment: Examines the impacts of artificial intelligence on jobs and the future workforce to better prepare California for potential seismic shifts in the labor market. 

• AB 2720 – Human Trafficking Victim Support Act: Strengthens support for survivors by ensuring law enforcement agencies have specially trained victim support coordinators readily available to assist victims in need of support.
