Garcia, 69, was born in Mexico and moved to Chicago with his family when he was 10 years old. He first won election to the Chicago City Council in 1986 and later served in the Illinois Senate and on the Cook County Board.
He unsuccessfully ran for mayor of Chicago twice and in 2015, forced then-Mayor Rahm Emanuel into a runoff, a milestone that highlighted his strong base of support among voters.
Patty Garcia, who has no relation to Garcia and serves as his Chief of Staff, will run for the seat.
The announcement came shortly after the 5 p.m. deadline to file petitions for the March primary ballot. As a result, no other Democrat will be able to enter the race for the now-open seat.
