The protocol will serve as a unified framework for how key stakeholders, first responders, medical staff, and the criminal justice system respond to non-fatal strangulation. Rockford Police, Fire, the Winnebago County Sheriff’s Office and State’s Attorney’s Office, UW Health SwedishAmerican Hospital, MERIT (Medical Evaluation Response Initiative Team), and Family Peace Center are included partners in the protocol, which includes training curiculum and response guidance.
Establishing a unified framework for response and training will serve as a resource to enhance public understanding and support for survivors, the city stated.
According to the Office of Domestic and Community Violence, strangulation is one of the most lethal forms of violence and a strong predictor of future homicide. Their research shows that victims of non-fatal strangulation are 750% more likely to be killed by their partner in the future.
The City states that it would like to make the community safer and more supportive for everyone.
