
The study by CashNetUSA determined that in West Virginia, the cheapest place to get Halloween candy is at Kroger. Although Target was the least expensive retailer in the most states, West Virginia was one of five states where residents are better off going to Kroger. The study said that West Virginians will save an average of 11% compared to other nearby retailers.
However, nationwide, retailers like Grocery Outlet, Walmart and Food Lion are generally cheaper, according to the study.
Kroger is known for having a big Halloween candy sale every October, and 2025 is no exception. The week of Oct. 21, Kroger has more than 100 candy items on sale, including 33% off all Halloween candy. However, a Kroger card is required to get the deal, and the sale expires on Oct. 22.
In north central West Virginia, most towns are holding Trick-or-Treat on Halloween night in 2025, although there are a few exceptions.
