The proclamation was issued on Tuesday due to the ongoing and increasing threat posed by the Garnet Fire.
Since igniting Sunday afternoon, the fire has burned through 12,378 acres, evading any and all containment efforts. Multiple evacuation orders have been issued, and the county says critical power transmission infrastructure is threatened.

Due to the blaze, the Sierra National Forest is also implementing a partial closure starting Thursday. The closure will begin at the intersection of Trimmer Springs Road, continuing north along Big Creek Forest Road 10S69, and then up to the intersection with Dinkey Creek Road.
The closure also includes McKinley Grove Road, Courtright, Wishon, and the John Muir Wilderness.
