ANNAPOLIS, Md. (DC News Now) — An Annapolis Police Department (APD) officer was recognized Tuesday as the “June 2025 Top Cop” for his role in de-escalating a hostage situation involving a kidnapped toddler.

According to police, on June 1, Officer Steven Willis successfully resolved a “volatile barricade situation” involving a man armed with a knife who had kidnapped a three-year-old.

Police say Willis was able to take the man into custody without incident and ensured the safety of the child.

According to police, the successful outcome of the situation was directly related to Willis’ professionalism and expertise.

APD issued a statement on his award, stating, “Officer Willis’s actions reflect the highest standards of law enforcement and are commended for ensuring a safe outcome in a high-risk scenario. Congratulations to Officer Willis on being awarded the June 2025 Top Cop!”
