DC Attorney General files lawsuits against 4 drives for unpaid traffic fines, penalties

WASHINGTON (DC News Now) — Four out-of-state drivers accused of repeatedly driving erratically on Washington, D.C. streets are facing lawsuits, the Office of the Attorney General (OAG) for the District of Columbia announced Tuesday.

D.C. Attorney General Brian Schwalb said he is suing the four drivers, who have reportedly amassed more than $340,000 in unpaid fines, penalties and fees for over 1,000 traffic violations in the District, most of which were for speeding.

The OAG filed the lawsuits under the Strengthening Traffic Enforcement, Education, and Responsibility (STEER) Act, which the D.C. Council passed in February 2024. The act allows the OAG to sue drivers who violate D.C. traffic laws even if they don’t live in the city.

The driver with the most infractions out of the four, Ashley Kibler, owes D.C. $168,168 for 414 traffic violations, including 360 for excessive speeding, according to the OAG. Of the speeding citations, 23 were for driving at least 30 MPH above the speed limit.

The OAG noted Kibler also received tickets for various other offenses, including, but not limited to, running red lights, turning from the wrong lane and running stop signs. All of the tickets were between January 2019 and August 2024.

The driver with the second highest traffic tickets, Sean Hudson, garnered 283 traffic tickets, 274 of which were for excessive speeding, between January 2016 and May 2024, according to the OAG. Per the lawsuit, Hudson owes the city $83,100 for the violations.

Andrea Florence Reid, of Maryland, owes D.C. $56,010 for 206 traffic citations. It includes 164 citations for excessive speeding and 21 for running red lights.

Terrell Antonio Jenkins, also from Maryland, owes $33,432 for 102 traffic citations, including 75 for excessive speeding in D.C.

“These STEER Act lawsuits are part of our continued commitment to putting an end to drivers speeding through our city, ignoring our laws and putting people’s lives at risk,” Schwalb said. “Deaths from traffic crashes have reached historically high levels in recent years, and holding lawless drivers accountable is essential to reversing that trend.”

The lawsuits come after the OAG sued four Virginia drivers and a Maryland driver for failing to pay a total of $425,000 in unpaid fines in April, and filed suits against three Maryland drivers for over $90,000 in unpaid fines earlier this year.
