HENDERSON, Ky. (WEHT) – Kentucky Governor Andy Beshear has confirmed that 15 people have died as a result of severe winter weather in the commonwealth.

During an update on Thursday, the governor said the state is moving from the emergency search-and-rescue phase to the stabilization phase.
