Gassville City Council approves 2026 budget, discusses UTVs and state street funding







The Gassville City Council held its first meeting of 2026 Tuesday, with all members present for a session lasting one hour and 50 minutes.

After reviewing department head reports, approving minutes and financial statements, the council addressed unfinished business, including Ordinance 2025-12, which would add a cybersecurity, artificial intelligence, and internet policy to the city’s personnel handbook. The council voted to pull the ordinance and plans to reintroduce it with updated drafts.

The council also reviewed Ordinance 2025-14, which would allow utility task vehicles (UTVs) to operate on city streets under the authority of Act 922 of 2025. The ordinance is currently on its second reading and will return for a third next month.

Under new business, the council unanimously approved the 2026 budget under Resolution 2026-01 and reconciled the 2025 budget under Resolution 2026-02. Council members also unanimously approved Resolution 2026-03 supporting the state-run federal property surplus program.

Dylan Osmon addressed the council regarding the Patton Court development and water and sewer tap concerns, but no action was taken on existing ordinances related to tap fees.

City Administrator also updated council members on state aid street funding, reporting that the city received $400,000 to pave 1.68 miles across five streets.
