A 16-year-old accused of shooting another teen in a Minneapolis basement has been charged with second-degree murder.
Raymond Valentino Bowser reportedly shot another teenager, killing him during a birthday party.

Court documents show police were called to a house in the 2900 block of Russell Avenue North around 10:48 p.m. Sunday. The Minneapolis Police Department said when they arrived, a juvenile male who had been shot in the head inside the basement of the house was found dead.
Another officer, who was responding to the call, reported seeing a teenager without shoes running away from the house, who flagged down the officer when he saw the vehicle.
The teen reportedly told the officer he was in the basement of the house with two people, later identified as the victim and Bowser. The teen told the police officer that Bowser shot the victim following an “interaction” between the two.
After the victim was shot, the teen said he feared Bowser might shoot him as well and ran from the house without his cellphone or shoes.
When speaking to the police, Bowser claimed he was in the basement of the house with the victim and the aforementioned teenager. He said that after the victim complimented his shoes, he heard a gunshot and ran upstairs.
While Bowser did not state he shot the gun, he did tell police he had touched it.
