WEST JORDAN, Utah (ABC4) — A West Jordan man who was only removed from the sex offender registry in January has been arrested and charged for allegedly uploading child sexual abuse material (CSAM) online.
Shane W. Brannon, 61, is charged with four counts of sexual exploitation of a minor, all with an enhancement for being convicted of receiving CSAM previously.
According to court documents, in December 2024, a tip was sent to the National Center for Missing and Exploited Children (NCMEC) regarding a user who uploaded CSAM to their account. The tip included the suspected files and the user’s email and IP addresses.
The Utah Attorney General’s Office’s Internet Crimes Against Children (ICAC) Task Force began investigating the tip. After their investigation started, 17 additional tips about the same user were shared with the NCMEC. More IP addresses were provided.
A search warrant returned on the IP addresses revealed that they were connected to a residence in Salt Lake County. Law enforcement began conducting surveillance on the residence and confirmed that Brannon was the only occupant.
Another warrant, served on Brannon’s alleged account, revealed that 118 files of CSAM had been uploaded.
The detective investigating the case reportedly learned that in 2008, Brannon was convicted of receipt of child pornography, a federal offense, in the U.S. District Court. He was on the sex offender registry until January 2025 as a result of this.
On Oct. 30, 2025, law enforcement executed a search warrant at Brannon’s residence in West Jordan. He was taken into custody and interviewed by police.
During the interview, Brannon allegedly admitted to viewing and possessing CSAM. He provided law enforcement with his phone’s passcode, where documents say they discovered four files of CSAM.
Brannon was arrested and booked into the Salt Lake County Jail. A no-bail warrant has been issued to keep him there.
