AG Murrill’s LBI arrests Monroe man for government benefits fraud
MONROE, La. (KTVE/KARD) — Agents with Attorney General Liz Murrill’s Louisiana Bureau of Investigation (LBI) have arrested the husband of a former Louisiana Department of Health employee for Government Benefits Fraud.

LBI received a criminal referral from the Louisiana Department of Health regarding allegations that 36-year-old Dominque Higgins, of Daisy Street in Monroe, and his wife, Courtney Higgins, a former LDH employee, concealed their income and marital status to receive Medicaid benefits.

During the investigation, agents learned Dominque Higgins hid his income and marital status to continue receiving benefits. They also discovered Courtney Higgins uploaded a false employment verification letter to Dominque’s LDH file, falsely claiming he was unemployed. The couple knew Dominque was not eligible for Medicaid benefits.

As a result, the Medicaid program was defrauded of approximately $22,536.56.

Courtney Higgins was previously arrested by LBI on October 8, 2025, for her role in the scheme.

On November 4, 2025, LBI agents booked Dominque Higgins without incident at the East Baton Rouge Parish Prison on one felony count of Government Benefits Fraud (14:70.9). His bond was set at $5,000.

The investigation is ongoing.
