BATON ROUGE, La. (Louisiana First) — A woman was booked into the East Baton Rouge Parish Prison in connection with an investigation that led to the arrest of Shalom Moalem-Rabi, 41.

Allison Stearns, 31, of North Dakota, was charged with first-degree rape of a victim under 13 years of age, aggravated crime against nature, and molestation of a juvenile.

Moalem-Rabi was the live-in boyfriend of Stearns, according to the affidavit.

Stearns is accused of allowing Moalem-Rabi to have oral sex with her 7-year-old daughter and encouraging the girl and her 5-year-old son to touch his private parts. She is also accused of encouraging her children to have sex with each other.

EBRSO stated that these incidents occurred in 2023, and their investigation began when they received a tip in May 2025.

That investigation into sexual abuse of a minor led to the discovery of the siblings, who are both under the age of 10.

Stearns’ daughter stated during a forensic interview that “they let us do sex,” EBRSO said.

On September 16, 2025, an FBI agent in North Dakota spoke with Stearns by phone.

During the phone call, Stearns stated that she knew about statements made to the biological father about sexual abuse while Moalem-Rabi lived in Baton Rouge, according to the affidavit.

The biological father was given custody of the two children and lived in a separate state for the last two years.

Stearns said she did not know about sexual abuse while in a relationship with Moalem-Rabi.

Stearns was arrested on Thursday, Oct. 30 and booked into prison on the same day.
