BLOOMINGTON, Ind. — October 28, 2025
State Rep. Matt Pierce told constituents Monday that Republican leaders could try to push congressional map changes through the General Assembly in a single day when lawmakers convene a special session Nov. 3, while acknowledging GOP senators may still be short of votes.
Speaking during a pre-scheduled town hall at Bloomington’s City Council chambers on Oct. 27, Pierce said Indiana’s Constitution normally requires bills to be read on three separate days, but allows that rule to be suspended with a two-thirds vote in each chamber—opening the door to a same-day committee bypass and final passage.
Pierce also described mounting national pressure on Statehouse Republicans, saying top GOP leaders met with President Donald Trump in the Oval Office and that Trump later addressed Senate Republicans by conference call about redistricting. He said the special session call itself may be designed to force reluctant senators to take public votes.
Even with supermajorities, Republicans would need internal unity to compress the process. A handful of defections on the rules vote could force the legislature back to the standard, multi-day path with committee hearings and floor amendments, Pierce said.
Pierce outlined practical deadlines that could complicate a quick redraw. Candidate filing opens in January, meaning updated congressional lines must be in place for would-be candidates. More time could be needed if map changes require splitting and re-certifying precincts at the county level and securing state Election Commission approval.
Legal challenges are also likely, he said. While federal courts have largely stepped back from policing partisan gerrymanders, Voting Rights Act claims remain possible—particularly if changes dilute minority voting power in Marion County or elsewhere.
Pierce added that Republicans publicly touted the fairness of the 2021 maps, which could make a 2025 redraw politically awkward. He argued the episode could spur momentum for a nonpartisan or Iowa-style mapping model that bars the use of partisan voting data.
The Nov. 3 special session proclamation also references a technical tax matter, which Pierce predicted the House could move while the Senate tests whether it has the votes for redistricting.
Pierce fielded audience questions for more than an hour, telling attendees that if the legislature follows the normal process, Democrats can use amendments and roll-call demands to put lawmakers on record about voting access and other election issues.
Fear of retaliation, funding threats
Pierce said many Republicans privately oppose reopening the maps but “know if they don’t toe the line” they could face a Trump-backed primary challenger with significant White House-aligned money behind them. He added that allies of president Trump have even floated punishing Indiana if GOP lawmakers balk, by reviewing “where the funding [for] various discretionary things” goes—pressure he called consistent with a broader pattern of revenge politics.
At the federal level, Pierce argued the dynamic is reinforced by fear of public denunciation from Trump, which he said can quickly trigger a well-financed primary against dissenting Republicans.
