MARSHALL, Texas (KTAL/KMSS) — A Marshall man has been arrested, accused of possessing child pornography.

On June 23, 2025, the North Texas Internet Crimes Against Children Taskforce gave the Harrison County Sheriff’s Office Criminal Investigation Division a case indicating that a subject in Harrison County was in possession of child pornography.

Sgt. Livingston began investigating the information provided in the Cyber-Tip and allegedly found inappropriate videos and photographs of children uploaded to a social media platform.

Judge Joe Black granted search warrants for customer data from the social media platform on August 25.

According to the police, upon reviewing the customer data upon its return, it was determined that James Patrick Bailey was the account owner and that, in addition to the inappropriate materials, the data also contained photographs of Bailey.

On September 29, Sgt. Livingston and Deputy Trice presented two signed affidavits to 71st District Judge Brad Morin, requesting a search warrant for the residence and an arrest warrant. The warrants were issued the same day.

On September 30, the Harrison County Sheriff’s Office Criminal Investigation Division, with assistance from the Harrison County Emergency Response Team, the Marshall Police Department Special Response Team, and the Harrison County Jail Division, executed both warrants at 724 Farm-to-Market Road 2625 West, Marshall, Texas.

As a result, police arrested James Patrick Bailey and allegedly seized 23 electronic devices and 3.9 grams of methamphetamine.

Bailey is accused of Possession of Visual Material Depicting Sexual Assault and Possession of a Controlled Substance, Penalty Group 1.

Sheriff B.J. Fletcher said, “The protection of our children remains one of our highest priorities.”

“Cases like this emphasize the importance of our membership in the North Texas Internet Crimes Against Children Taskforce and the critical role teamwork plays in modern law enforcement.”

“By working closely with our local, state, and federal partners, we can identify, investigate, and bring to justice those who seek to exploit the most vulnerable members of our communities. My office will continue to dedicate every available resource to ensuring that our children are safe and that those who commit these monstrous crimes are held accountable.”

The investigation is still ongoing.
