Former Pennsylvania corrections officer accused of handcuffing, sexually assaulting fellow officers: ‘Dehumanizing behavior’

FOREST COUNTY, Pa. (WHTM) — Recently-hired corrections officers at a Pennsylvania State Correctional Institution were allegedly sexually assaulted by a fellow corrections officer earlier this year, according to the Attorney General.

Garrett Smead, 29, of Warren County, is accused of handcuffing and sexually assaulting two corrections officers at SCI Forest in May while he was employed at the prison, Attorney General Dave Sunday said.

“Property of G. Smead” was allegedly written by Smead on one of the officers and they both were left handcuffed until others could come and free them, according to Sunday. Smead also would remove his clothes before allegedly sexually assaulting them.

In a statement, Sunday said that what Smead did was “dehumanizing behavior” and that whenever an officer of the law is charged with a crime, it hurts the public’s view of law enforcement.

“The allegations in this case are unacceptable for anyone, let alone a corrections officer with a sworn duty to secure our prisons and protect our communities,” Attorney General Sunday said in a statement. “Anytime an officer is charged with a crime, it negatively impacts the trust that we rightly show to the honorable members of law enforcement. I commend the Pennsylvania State Police for a sound investigation that will ensure the defendant is held accountable for this dehumanizing behavior.”

Pennsylvania State Police filed charges after its investigation into the incidents on May 21.

Smead faces misdemeanor charges of indecent assault, unlawful restraint, indecent exposure, false imprisonment, simple assault and harassment.

Deputy Attorney General Stephen Sliger is prosecuting the case.

SCI Forest first started taking inmates in 2004, six years after the county commissioners caught wind that the Department of Corrections was looking to open a new correctional facility, according to its website. At that time, a major employer in the area had shut down, so the county was looking for new ways to bring in more jobs.

More than 680 employees work at SCI Forest, which has 11 housing units, home to more than 2,000 inmates, its website shows.
