Vallejo Police Department officers found the victim on Sept. 15 inside a parked vehicle on the 600 block of Ohio Street. Authorities determined that the man had sustained at least one gunshot wound while he was seated inside the vehicle. He was pronounced deceased at the scene.
Detectives identified the suspected killer as Rashad Jaquez Roy Breed Love O’Neal, 30, of Vallejo. On Sunday, Vallejo patrol officers pulled over a vehicle without license plates on the 4300 block of Sonoma Boulevard and found that O’Neil was behind the wheel, authorities said.
O’Neil did not have a valid driver’s license, Vallejo PD said, and an unregistered firearm was discovered inside the vehicle. He was arrested and booked into the Solano County Jail for possession of a firearm.
On Tuesday, the Solano County District Attorney’s Office charged O’Neil with first-degree murder with a special circumstance of murder during the commission of a robbery.
