DC man, woman plead guilty in ‘violent’ armed carjacking

WASHINGTON (DC News Now) — Two people from D.C. pleaded guilty on Tuesday after being accused of a violent armed carjacking in Southeast, the U.S. Attorney’s Office (USAO) for the District of Columbia announced.

The USAO said that 56-year-old Brian Allison and 25-year-old Angel Hall both pleaded guilty to one charge of carjacking and aiding and abetting.

Officials state that around 11 p.m. on Feb. 1, 2024, Allison and Hall both followed the victim, who was going into a restaurant on the 4500 block of Benny Rd. SE. Neither of them ordered anything, but after the victim got her food, they followed her out.

As the victim walked to her vehicle, Allison walked up to her and flashed a gun that he had in his pocket.

Court documents say that he then said, “Gimme those f—ing keys or I’m gonna bust your head.”

The victim complied, then Allison demanded that she hand over her phone and wallet and provide the PIN for her debit card. The victim followed all of the instructions.

“Allison told the victim if the PIN was not correct, he would kill her,” the USAO said.

The USAO said that Allison then tried to open the trunk of the car to force the victim into it, but could not open the trunk. He forced the victim to sit in the front passenger seat. Hall got into the back of the car, and Allison drove to a grocery store on the 4900 block of Marlboro Pike in Capitol Heights, Md. While he was there, he allegedly told Hall to “bust” the victim if she tried to escape.

He went into the store, withdrew $500 and bought food before returning to the car. He drove them all back to D.C. and parked the car on the 5700 block of Southern Ave. SE.

There, Allison wiped down the keys and steering wheel before returning the victim’s phone, wallet and keys.

Allison and Hall then escaped on foot towards Central Avenue SE.

The victim drove to a nearby police station to report what happened to her.

Allison and Hall’s sentencing is scheduled for Jan. 12, 2026.
