Teen charged in string of St. Louis Park sexual assaults found incompetent, state still intends to prosecute

A 19-year-old who had been charged in connection with a string of sexual assaults on a trail in St. Louis Park has been found incompetent.

Hennepin County prosecutors filed a notice that they still intend to prosecute Jeremiah Sirellis Rice, who faces two counts of fifth-degree criminal sexual conduct and one count of fifth-degree assault.

Rice’s next court date is scheduled for September 2026.

The case

St. Louis Park police responded to three separate reports of assaults taking place on Cedar Lake Trail on Nov. 12, 2024.

According to a criminal complaint, a victim told police that she saw Rice nearly every day on her runs. She said that on her Nov. 12 run, Rice ran up to her, grabbed her, and groped her before she ran away.

Another victim said that Rice grabbed her and assaulted her for about 10 seconds before she ran away.

A third victim said she was running on the trail when Rice came up behind her and “bear-hugged” her. She said she was able to pull away, but Rice hit her on the head.

Court documents added that police had taken reports of similar assaults in the area between Oct. 9 and 10, in which the suspect matched Rice’s description.

Rice was arrested months later when a victim saw him riding an electric scooter on the trail and called the police.
