Indiana Science Advocacy Group Criticizes EPA Proposal to Rescind Greenhouse Gas Finding

BLOOMINGTON, Ind. — Concerned Scientists @ IU (CSIU) submitted a detailed public comment opposing the Environmental Protection Agency’s Aug. 1, 2025 proposal to rescind its 2009 Endangerment Finding, the legal basis for regulating greenhouse gas emissions under the Clean Air Act.

CSIU—together with its affiliated student group, Advocates for Science @ IU—is a non-partisan grassroots organization of more than 1,000 scientists, students, and supporters in south-central Indiana. While many members are affiliated with Indiana University, CSIU does not officially represent the university.

The 2009 Endangerment Finding determined that carbon dioxide, methane, and other greenhouse gases endanger public health and welfare and authorized EPA standards for new U.S. vehicles. That authority was affirmed by Congress in the 1970 Clean Air Act, reinforced by the 2022 Inflation Reduction Act, and upheld by the U.S. Supreme Court in Massachusetts v. EPA (2007). Since 2015, transportation has been the largest U.S. source of carbon dioxide emissions.

CSIU’s filing urges the EPA to reject rescission, arguing the proposal’s legal and scientific claims are “at odds with the clear language of the Clean Air Act and of the Inflation Reduction Act, the SCOTUS ruling in Massachusetts v. EPA, [and] the vast majority of climate research.” The group also criticizes the proposal’s reliance on a July 2025 Department of Energy climate report drafted by a small group of contrarian scientists; a review by more than 85 climate experts called that report “a mockery of science… biased, full of errors, and not fit to inform policymaking.”

CSIU further disputes EPA’s assertion that U.S. vehicle greenhouse-gas cuts would only reduce global warming by about 3%, calling the argument “ridiculous” and emphasizing that climate change is a cumulative global problem requiring many incremental reductions across countries and sectors.
