The initiative is called Pathways to Progress, and it is designed to provide state funds to help adults return to college and complete their degrees.
Administered by the Alabama Commission on Higher Education, the program is designed to “promote economic growth and social stability in designated economic regions by aligning educational attainment with industry needs.”
Four universities across the state were selected to start this initiative:

We are proud to support students as they take this important next step in their educational journey.”
Through this state-funded grant, eligible students can receive up to $3,000 per semester toward a bachelor’s degree. Here’s what you need to know:
“This grant provides a life-changing opportunity for adults who want to finish their degrees without leaving their communities,” Jax State Provost and Executive Vice President for Academic Affairs Dr. Christie Shelton said. “By combining this funding with Jax State’s existing scholarships, we’re removing financial barriers so more students can achieve their goals and strengthen the workforce in our region.”
ACHE announced at its June 13 commission meeting that it was given a 19.6% budget increase from FY25 to FY26, with a new line added to the budget for this program.
At the meeting, based on the U.S. Census 2023 5-Year Survey, Georgetown University Center of Education & Workforce, 28% of the state population has a bachelor’s degree or higher. By 2031, ACHE’s presentation states that 66% of jobs will require a bachelor’s degree or higher. The presentation also says that roughly 75% of the working-age population (25 to 64) will not be qualified for 66% of jobs by 2031.
Calhoun Community College posted its application for the initiative. The application deadline for the Fall 2025 semester is September 15, while Spring and Summer 2026 deadlines will follow in February and June.
“This initiative is rooted in data-driven analysis, utilizing statistical methodologies to identify community-specific barriers and opportunities. By tailoring education and workforce solutions to the unique needs of each region, the initiative ensures that interventions are both relevant and
impactful,” ACHE said. “The Pathways to Progress Initiative recognizes that strong regional economies will depend on an educated, skilled workforce. By addressing gaps in education, aligning training with local industry needs, and providing scholarships and strategic advising, the initiative will help individuals overcome barriers to postsecondary success. Ultimately, Pathways to Progress aims to build resilient communities that can adapt and thrive, creating lasting economic prosperity across Alabama.”
