According to authorities, on Tuesday, August 12th, police were notified of possible abuse occurring in the 200 block of North Day Avenue, with a victim under the age of 13 years old.
Patrol officers located the suspect, Watkins, later in the 400 block of North Central Avenue.
Police said the suspect and the victim were known to each other.
Watkins was charged with attempted predatory criminal sexual assault and aggravated criminal sexual abuse.
He was booked into the Winnebago County Jail pending the outcome of a pretrial detention hearing.
