East Baton Rouge deputies arrest woman accused of unlicensed massages, ties to illicit spa activity

BATON ROUGE, La. (Louisiana First) — The East Baton Rouge Sheriff’s Office arrested a woman accused of giving massages without a license following a months-long investigation into a massage parlor on Coursey Boulevard.

According to an affidavit, authorities launched a human trafficking and prostitution investigation in December 2024 after receiving complaints about Oriental Relax Spa, a business that operated from 2015 to 2025.

Several individuals were connected to the spa, including Yueying Jiang, Junjie Zhang, Guangdong Bai, Yan Bai, Ruilian Feng, and Xia Zhang. The Louisiana Board of Massage Therapy (LBMT) issued multiple cease-and-desist orders against the spa over the years for illicit ads promoting prostitution and unauthorized residential occupancy.

On Jan. 9, the LBMT issued an Order of Summary Suspension to Guangdong Bai, demanding he cease all massage-related activities. Despite this, a neighboring business reported in March that Oriental Relax Spa remained operational.

On May 24, detectives observed the spa’s open sign illuminated. Surveillance showed a man exiting the business while buttoning his shirt and adjusting his belt. A nearby Toyota Corolla was registered to 59-year-old Xin Zhang, who had previously been listed on an application for Xin Lian Spa—an unlicensed establishment.

Investigators linked several online erotic advertisements to the spa, many of which appeared on websites known to promote prostitution. Despite repeated legal warnings, the business continued to operate.

On May 6, Ruilian Feng applied to the LBMT as the owner of Xin Lian Spa and listed Xin Zhang as the licensed therapist. A search warrant later uncovered documents linking Feng to the Coursey Boulevard location, as well as new business cards for Oriental Relax Massage and a credit card receipt for a separate spa location on Bluebonnet Boulevard.

Authorities concluded that all named individuals acted illegally, either without licenses or in violation of prior orders.

Xin Zhang was arrested and booked into East Baton Rouge Parish Prison on charges of pandering (3 counts), practicing massage therapy without a license (2 counts), and promoting prostitution. Arrest warrants have been issued for the others involved.
