Gov. Beshear announces affordable housing for flood victims

PRESTONSBURG, Ky. (WOWK) — Devastating floods have affected many in eastern Kentucky over the years, with some losing everything they own.

Governor Andy Beshear made two stops in Floyd County on Wednesday, announcing that more affordable and safe housing is on the horizon for flood victims.

“Today, we take steps to restore our peoples feeling of safety, they’re security, that idea that you should feel safe in your home,” Beshear said during the groundbreaking of the “New Hope Estates” subdivision.

Ruby Hale lives in a home that she says was knocked off its foundation during the flooding event in 2022.

“It’s knocked off the foundation with mold and mildew,” Hale says.

However, Governor Andy Beshear says Hale will not have to live in those conditions for very long.

“Hope is coming; the groundbreaking is here. The houses are going to come up,” Beshear says.

Just outside of the downtown area of Prestonsburg, Beshear joined local leaders to commemorate two of eight new homes that are currently being built on a stretch of land that’s out of the floodplain.

Beshear also made a stop just down the road in Wayland, where 14 homes have already been built with the same design as the New Hope Estates houses.

“You can actually see the result in Wayland. Every time you look at a family that you’re building a home for, that’s been through the worst, it’s special. You see God in that moment,” Beshear says.

A new development that Hale says offers her “peace of mind.”
