Borough hires full-time code officer; previous officer in limbo

SHENANDOAH – Shenandoah voted to hire a new full-time code enforcement officer at Monday night’s borough council meeting, while the former officer attended in the audience.

Council voted to hire Joe Boris — of no relation to the council president of the same name — at a salary of around $58,000. Council did not initially identify him or his salary, but Borough Manager Mike Cadau provided such to the press afterward.

Notably, borough council did not take action regarding the employment of Jim Flail, the code enforcement officer since late last year.

He attended the meeting but sat in the audience instead of in his usual seat with council. He did not speak during either public comment portion.

Boris previously worked for the Municipal Authority of the Borough of Shenandoah and for Aqua Pennsylvania. He is also the fire marshal/chief for the Columbia Hose fire company.

Council is recommending a three year contract for the position.

The borough is also seeking a part-time code officer. That was posted earlier this month and no applicants were received.

In other business, Cadau provided an update on an ongoing investigation into what he termed “financial improprieties.

Council tapped former Schuylkill County Clerk of Courts Maria Casey last month to conduct an investigation and, at last update, Cadau said an agent with the Attorney General’s Office has been assigned to conduct their own investigation.

Casey is being paid $250/hr for the investigation.

Council also accepted the resignation of longtime streets worker Joe Michalik. The vote was 5-1, with Katie Catizone dissenting. Mike Whitecavage was absent.

In other business, council approved the purchase of a street sweeper at a cost of $262,000. The borough is seeking grants to cover it.

Council is also seeking bids to sell a landlocked piece of property in East Union Township. The Pennsylvania Department of Conservation and Natural Resources (DCNR) offered to buy the property at a prior meeting. DCNR land wholly surrounds the borough plot.
