‘Prolific’ Bay Area thieves arrested for laundry list of crimes: PD

(KRON) — Two “prolific thieves” face a combined total of 62 criminal charges for stealing from retail stores throughout San Francisco, the San Francisco Police Department announced on July 17.

The suspects, 33-year-old Ryan Twedell and 28-year-old Samuel Shrimpton, were arrested earlier this month in connection to 17 cases investigated between April and July of 2025.

“Based on evidence and witness accounts, the estimated total value of stolen merchandise was over $15,000,” SFPD said.

Shrimpton was arrested on July 1. Shrimpton faces six counts of felony burglary, eight counts of grand theft, and five counts of organized retail theft.

Twedell was arrested on July 11. Twedell faces nine counts of felony burglary, 11 counts of grand theft, 15 counts of organized retail theft, seven counts of petty theft and a vandalism charge.

Twedell and Shrimpton’s alleged crimes were committed at stores in the following areas:

  • 2000 block of Fillmore Street
  • 400 block of Powell Street
  • Unit block of Point Lobos Avenue
  • 1300 block of Castro Street
  • 500 block of Market Street
  • 2400 block of San Bruno Avenue
  • 2300 block of 16th Street
  • 2100 block of Market Street

“SFPD worked closely with the retail establishment and conducted the investigation by interviewing retail employees, reviewing surveillance videos and footage and developing strategic tactics,” SFPD said.

The cases remain under investigation.
