Former Washington Co. Sheriff deputy charged with manslaughter for fatal motorcycle crash

Charges are allegations only. All arrested persons are presumed innocent unless and until proven guilty beyond a reasonable doubt.

WASHINGTON COUNTY, Utah (ABC4) — A former Washington County Sheriff’s deputy has been charged with manslaughter in connection with a fatal crash between his patrol vehicle and a motorcyclist in November.

Silafia Clyde Brown, 49, has been charged with manslaughter, a second-degree felony. Little information is available in the charging documents filed alongside the charge.

Sgt. Lucas Alfred with the Washington County Sheriff’s Office confirmed that Brown was the deputy involved in an officer-involved critical incident that occurred in November 2024. Brown is no longer employed with the sheriff’s office, and has not been for months, Sgt. Alfred said.

According to a press release from the Utah Highway Patrol, on November 17, 2024, around 3:29 p.m., Washington County deputies were responding to a rollover accident on Old Highway 91 near milepost 11.

One of the deputies, now known to be Brown, was driving westbound with his emergency equipment activated when a head-on collision occurred with a motorcyclist travelling in the opposite direction.

The motorcyclist involved sustained fatal injuries and died at the scene, according to UHP. The victim was later identified as Daniel Jack Monfore of St. George.

The Washington County Sheriff’s Office immediately turned the investigation over to UHP when the accident occurred, Sgt. Alfred said. They did not investigate the accident, and their only involvement with the investigation was cooperating and turning over all body-worn and vehicle camera footage that was needed.

Sgt. Alfred also clarified that the Washington County Sheriff’s Office does not make decisions on whether charges are filed. The Washington County Critical Incident Task Force and Utah Highway Patrol investigated the incident and determined that charges should be filed.

ABC4 has reached out to the Washington County Attorney’s Office for more information on the charges. The attorneys for Monfore and his widow have also been contacted.
