
On July 9, around 4 a.m., authorities were called to the 1900 block of West Riverside Boulevard for reports of domestic violence. The victim told officials the incident began when Hoover pushed her.
He proceeded to strangle the woman and attempt to stop her from calling the police, court documents show.
When the woman took the phone from the suspect, he left the scene, according to court records.
Officers reported that the victim had visible injuries.
Authorities took Hoover into custody at Huffman Boulevard and Vassar Road shortly after speaking with him about the situation on the phone.
Hoover resisted being put into the squad car, resulting in him kicking an officer in the face, court records revealed.
Police said it took three officers to put the suspect into the squad car.
Hoover is charged with aggravated assault of an officer, two counts of aggravated battery of an officer, domestic battery that caused physical contact, aggravated domestic battery that caused strangulation, interfering with the reporting of domestic violence and three counts of resisting an officer.
