On July 8, around 11:30 p.m., officers were called to the Faust Apartments on East State for a sexual offense. A witness reported that Cowan was following a woman around and touching her.
The victim told authorities the suspect “hugged and humped” her multiple times.
Cowan was already taken into custody and released for allegedly making unwanted sexual advances toward another woman inside the apartments in April.
The suspect was offering to pay the victim for sex and touched her multiple times on April 11, court documents show.
Security footage showed Cowan inappropriately touching the woman, police reported.
He was taken into custody that day and granted pretrial release on April 14.
Cowan was charged in April with aggravated battery of a victim who was over the age of 60.
On July 8, he was charged with two counts of battery that caused physical contact.
