Helena-West Helena leaders respond after mayor’s removal from office

HELENA-WEST HELENA, Ark. — City leaders in Helena-West Helena, Arkansas, are taking the first steps toward normalcy after Mayor Christopher Franklin was removed from office by a district court judge on Monday.

The removal comes after Franklin was charged with four counts of failing to pay or file state income taxes.

The first Helena-West Helena city council meeting was held on Tuesday after the mayor was removed from office on Monday.

Because three members were absent and only three members were present, there was no quorum, so no official action was taken.

“Had he resigned the City Council would have authority, but because he was removed, the Governor is going to appoint someone to serve as the Mayor, and so that’s how the remainder of the term will be carried out is through an appointment or order from Governor Huckabee Sanders,” said Andre Valley, Helena-West Helena City Attorney.

“It’s sad that we have to change mayors, but he has no one to blame but himself; he caused his own problem not paying his taxes,” said Joe St. Columbia, Sr., HWH Ward 2 Position 1.

Councilman Joe St. Columbia. Sr. missed the Tuesday meeting for personal reasons, but said he feels things are moving as well as can be expected.

“I went to City Hall this morning and everything looked real nice. All the departments are functioning. I saw a lot of activity the grass cutting going on, various things happening, the services of the City are moving as normal,” said Councilman Columbia, Sr.

“I’m optimistic about things. I’m sure the Governor’s going to appoint someone who can manage things for us, and I will work a hundred percent with that person,” said Councilman Columbia Sr.

During the interim, Valley said there will be no hiring or firing, and the city will be concerned with getting operations and finances in order.

Councilman Don Etherly will preside over council meetings, while day-to-day administrative duties will be handled by the city clerk.
