Alleged law enforcement impersonator and thief charged, accused of zip-tying victim and stealing $1,000

PHILADELPHIA (WPHL) — Police have identified and charged a man accused of impersonating a “Security Enforcement Agent,” zip-tying a business owner, and stealing $1,000 from a Mayfair business.

Robert Rosado, 54, has been charged with impersonating law enforcement, robbery, violations of the Uniform Firearms Act, theft by deception, and other related offenses.

According to the Philadelphia Police Department, the charges stem from an incident that occurred on June 8, 2025. Just after 2 p.m., a man entered a business on the 6400 block of Harbison Avenue. Rosado is accused of posing as a law enforcement officer, zip-tying a 50-year-old female victim, and stealing approximately $1,000.

Police say Rosado fled the scene in a white Ford E-250 van, traveling northbound on Harbison Avenue toward Roosevelt Boulevard.
