According to San Francisco District Attorney Brooke Jenkins’ office, the San Francisco Police Department responded around 1:11 p.m. on Wednesday to the area of Columbus Avenue and Northpoint Street on a report of a shooting.
Enroute to the scene, officers learned the male suspect, later identified as Torres, was in his vehicle when he shot at another vehicle and then fled the area. Arriving at the scene, officers canvassed the area for victims, suspects, and witnesses.
During the preliminary investigation, officers learned that Torres had turned himself in at SFPD Central Station. Officers developed probable cause and placed Torres under arrest.
On Friday, the San Francisco Office of the Chief Medical Examiner identified the victim as Chalay Saelee, a 61-year-old Contra Costa County man.
Although an arrest has been made and charges filed, the investigation is ongoing, according to the DA.
