Man shot, killed 2 people at Milwaukie 7-Eleven in drug deal gone bad

PORTLAND, Ore. (KOIN) – A man who was released from prison in 2022 will now serve 25 years after shooting and killing two men at a 7-Eleven store in Milwaukie.

Frank Efrin Nifon, 26, pleaded guilty to two counts of first-degree manslaughter following the deaths of Jamahl Nash and Stanafurd Blacknall on Oct. 12, 2022.

Authorities said Nifon met Nash and Blacknall at the convenience store on SE Lake Road, where surveillance footage showed Nash’s vehicle enter the parking lot at 1:31 a.m. The same car was also seen rushing out of the parking lot at 1:33 a.m. as Nifon and Kaythan Tenry — another man facing trial — both fired 17 shots.

Both Nash and Blacknall were found shot to death in the car that had crashed into a fire hydrant near SE 122nd Avenue and Highway 212.

“The shooting is believed to be related to a drug deal,” officials said. “Cameras from a nearby apartment complex, Lake Crest Apartments, caught muzzle flashes from the shooting and photos of the men as they walked back to an apartment in the complex.”

Nifton also pleaded guilty to unlawful use of a weapon for another case and received an additional five years in prison. He had been on post-prison supervision at the time of the shooting in 2022.
