According to the City of Clinton, Graham proposed imposing a daily charge for inmates detained at the Hinds County Detention Center by municipal or law enforcement agencies.
In the letter, the mayors said they were concerned about the lack of prior communication and requested information from the Board to assess the proposal. Officials said the letter from Graham was sent one day before municipal budgets were set to take effect.
According to Graham, the Board sent a letter to cities and towns in August 2024 that stated they would be charged $50 per day per inmate being housed at the Hinds County Detention Center. He said the amount of expenses used to house detained inmates exceeded the county’s budget.
“The board decided to do what all of the surrounding counties actually are doing and have been doing for the last several years,” said Graham.
Clinton Mayor Phil Fisher was advised that the price is a little high.
“The most you can charge in the state is $25. Somehow, $50 came up,” Fisher said.
Graham said supervisors went to meet with the local mayors to let them know about the fee. Fisher claimed they were informed a week after the Board voted on the issue.
According to the mayor, the county has always paid for this through taxation.
