The council heard the second reading of an updated ordinance regulating the operation of mobile vendors, food trucks and food truck courts within the city, but no action was taken.
The ordinance would update the current ordinance that requires food trucks to move from their location every 30 days without specifications. The new proposal says they can return to the spot after being away for three days. Food trucks also must be “readily movable” and cannot have any permanent structures attached.
The ordinance would also update wording on the mobile food court ordinance and change it to food truck court and only allow food trucks.
The council approved a resolution to waive competitive bidding and authorize the Water and Sewer Department to purchase 96 smart water meters from a company in North Little Rock.
Public Works Director Steve Hill told the council the meters can measure both the temperature and pressure of the water. They will install meters throughout the water system to help them monitor water pressure throughout the city.
Paul Neal, Executive Director of the Baxter Day Service Center, provided the council with an update on how the center is operating. Neal has been providing quarterly updates since the council last December approved providing $10,000 every three months to the company that provides employment to developmentally disabled residents in the area. Baxter Day Service Center has been struggling in recent years due to a declining number of clients and Medicaid reimbursements that have not increased in over ten years.
Neal told the council the center finished $85,000 in the red last year, but this year they are expected to only finish the year $22,000 in the red.
The council also passed a resolution authorizing the destruction of certain city records.
