Prior Lake daycare teacher accused of hitting multiple children facing charges

A daycare teacher in Prior Lake is accused of hitting and slapping multiple children, according to court documents filed in Scott County last week.

Rachel Ann Lowe, 36, is facing six counts of malicious punishment of a child.

According to court records, a witness said that her 4-year-old daughter, who had been attending New Creations Child Care in Prior Lake for about a year, told her that the daycare teacher grabbed her arm forcefully. The mother noticed a red mark and a small bruise on her daughter’s arm, the criminal complaint notes.

Court documents state that the daycare director reviewed video and saw what happened to the woman’s daughter, adding that the teacher, identified as Lowe, would be fired.

Law enforcement looked at more video between July 9 and 17 that showed Lowe “striking” and slapping multiple children, pulling a child’s ponytail and restraining a child with her legs for about five and a half minutes, court filings say. The complaint adds that the children in the videos were heard crying and yelling for help.

A detective also spoke with the parents of the other children who were seen in the video, and three of them provided pictures of injuries that they sustained.

School officials told law enforcement that Lowe was hired in February 2025 and worked there for a couple of months before going to the Bloomington School District, then returning to New Creations in September 2025.

According to court records, Lowe reportedly had no prior disciplinary actions on her record.

Lowe has her first court appearance scheduled for Sept. 18.
