PubMatic Rolls Out Governance Framework For Autonomous Advertising on AgenticOS

PubMatic (Nasdaq: PUBM) on Wednesday introduced a configurable governance architecture for autonomous advertising built into its AgenticOS platform, the company said, aiming to give advertisers and agencies greater control, transparency and auditability over AI-driven campaign execution.

PubMatic said the guardrail framework is embedded at the point of execution rather than layered on afterward. Authorized account administrators set organizational governance parameters using natural-language prompts when buyers first integrate with AgenticOS. For buyers using the Ad Context Protocol, or AdCP, PubMatic said the system will run an independent check validating transactions that touch its platform regardless of which AI buying agent starts them.

The company described the architecture as following five steps:

  • Define the boundaries: Platformwide constraints are set by PubMatic, while buyers can add policies such as budget thresholds, creative approval requirements, inventory allowlists and audience restrictions.
  • Set the starting state: Agents inherit configured business rules for targeting, pacing and creative selection before a campaign begins, with buyers retaining override capability.
  • Arm the agent: Agents use preapproved libraries of inventory, creative and audience segments that have cleared buyer review.
  • Keep humans in the decision: When an agent faces a decision beyond its authority, it escalates to an authenticated approval workflow that logs human intervention and provides backup approvers. Presence-based controls such as brand safety and geo-targeting remain enforced before execution.
  • See everything, always: Audit trails log every agent action and drift-detection monitors behavior against expected parameters, flagging deviations for human review instead of automatic execution.

Rise, a Quad agency, is among the first partners piloting the framework. Klaudia Smykowska, group director of media investment at Rise, said in a prepared statement that transparency and accountability are essential as the agency deploys agentic advertising.

PubMatic said the guardrails complement other transparency tools in AgenticOS, including a Fee Transparency Agent and a Detailed Reasoning Agent designed to explain how dollars flow through the supply chain and why the system made specific decisions.

AgenticOS, which PubMatic launched in January, has run more than 80 autonomous campaigns across more than 100,000 websites, apps and streaming services, with more than 4,000 direct deals executed, the company said. PubMatic said advertisers running AgenticOS campaigns have seen improvements in fee efficiency, setup time and issue resolution based on internal and partner data.

Nishant Khatri, PubMatic executive vice president for product management, said the company developed the five-step architecture after consulting a broad range of buyers on what controls were needed to scale agentic campaigns.
