Susquehanna River Basin Commission greenlights KH Springs plant in Zion Grove

HARRISBURG – A water extraction plant planned in the valley received approval from the Susquehanna River Basin Commission Thursday morning.

An application filed by KH Holdings, LLC for a plant in Zion Grove was among 15 projects considered by the commission at their regular meeting. The commission regulates water use in the Susquehanna River watershed.

They voted to approve the application, which requested permission to consume up to 75,000 gallons of water per day.

Residents and local officials alike have consistently expressed opposition to the facility. It is proposed for the former Kuzma property off Catawissa Creek Road near Labenberg Road.

A February 2025 township meeting was standing-room only as company representatives pitched their plan.

“This proposal presents a serious risk to my water supply. My property depends on a 300 foot well and a spring fed pond, both of which rely on stable groundwater conditions,” a woman who identified herself as Patty and a nearby property owner told the SRBC in April. “I have not seen any evidence that nearby wells and natural water resources will be protected from long term impacts. While these impacts will not be immediate, they would be irreversible.”

Further details about the SRBC decision were not available as of Thursday evening.
