Man arrested for improperly touching male coworker, previously convicted of sex crime with minor boy

A man has been arrested for sexual assault after improperly touching a male coworker in Baxter County twice and failure to comply with registration and reporting requirements because he is a registered sex offender. Fifty-seven-year-old Timothy Dean Clark of Mammoth Spring was convicted in 2008 of a sex crime involving a minor boy in White County while he served as a music director at a church.According to court documents in the case, the incident in Baxter County leading to his arrest happened when Clark pinned the victim against the wall inside the building where they work while they were joking and his hand brushed against his private area.
Clark asked the victim to wait for him in the parking lot so he could ask him a question. When Clark got to the vehicle, he reached inside the window and reached across the victim’s lap, making contact with the victim’s private area several times.

The victim told Clark he needed to leave and Clark asked him not to tell anyone about the incident. The victim said while driving home, Clark started calling and texting him and he eventually had to block his number.

Clark faces a misdemeanor charge of fourth degree sexual assault for the incident.

Clark is also in trouble for having social media and email accounts he had not reported and having a job he had not reported, both in violation of being a registered sex offender.

It was discovered Clark had been using a friend’s phone in order to have his social media accounts.

The charge of failure to comply with registration and reporting requirements is a felony. His bonds total $15,750.

Clark is also being held on a probation violation because he has violated his probation after being released from the Arkansas Department of Corrections.

PREVIOUS ARREST

According to court records and media reports, Clark, who was 38 at the time, was arrested in October of 2007 for the rape of a 13-year-old boy. He was the minister of music and outreach at the Bradford Baptist Church at the time of his arrest.

In a plea deal with the state in February of 2008, Clark agreed to plead guilty to first degree sexual assault and was sentenced to 30 years in the Arkansas Department of Corrections.

He served about ten and a half years and was paroled August 7, 2018 and relocated to Mammoth Spring shortly after.

After his arrest in Baxter County last week, his parole has been revoked.
