Indiana State Police pursuit ends with arrest of Indianapolis man near Bloomington

BLOOMINGTON, Ind. — April 26, 2026

An Indianapolis man was arrested Saturday evening after Indiana State Police said he drove more than 130 mph during a pursuit on Interstate 69 near Bloomington.

Terrance Carter, 18, of Indianapolis, was arrested on preliminary charges of resisting law enforcement, a Level 6 felony, and reckless driving, a Class A misdemeanor, according to Indiana State Police.

Police said Trooper Logan McDowell was at the southbound I-69 entrance ramp at the Third Street interchange April 25 when he saw two vehicles traveling south at high speeds. McDowell used a speed-timing device and documented the vehicles traveling more than 90 mph in a posted 65 mph zone, according to ISP.

Police said the vehicles were also changing lanes abruptly and weaving around traffic.

As McDowell followed the vehicles to initiate a traffic stop, the drivers continued south past the Second Street and Tapp Road interchanges at speeds of more than 100 mph, police said. McDowell activated his emergency lights, but one of the vehicles, a 2015 Mercedes C30 driven by Carter, refused to stop and accelerated to more than 130 mph, according to ISP.

Police said Carter turned on the vehicle’s hazard lights and pulled to the side of the road near the 113-mile marker.

During a search of the vehicle, McDowell found an AR-15 rifle with a barrel shorter than 16 inches, police said. Investigators also found a bill of sale for the rifle, but Carter could not produce paperwork showing he could legally possess it, according to ISP.

Police said the rifle is classified as a short-barreled rifle under the National Firearms Act and requires a federal stamp. The rifle was seized as evidence, and the investigation is continuing.

Carter was arrested without incident and taken to the Monroe County Jail.

A passenger in Carter’s vehicle was identified and released to family, police said. No charges were pending against the passenger.

The Monroe County Sheriff’s Office assisted with the pursuit and traffic stop.

Carter is presumed innocent unless proven guilty in court.
